About Cree Nation Tribal Health Centre Inc.

Cree Nation Tribal Health Centre Inc. was incorporated in March 1990.  Prior to its present location at 107 Edwards  Avenue in the Town of The Pas, the health program and department was based at the Swampy Cree Tribal Council office at the Otineka Mall on Opaskwayak Cree Nation.  The staff was comprised of a Transfer Coordinator, Health Advisor, NNADAP Coordinator, Referral Clerk and a Dental Team.  Today, there is approximately 30 staff employed  at Cree Nation Tribal Health Centre Inc.

Management

The management system has been designed to allow the communities to direct regional service delivery in support of community based programs which address community health needs.
The foundation of the management system at both regional and community based levels is provided by the community Health Authorities under Health By-Law by each First Nation.
Cree Nation Tribal Health Centre Inc. Board of Directors is comprised of representatives of the local Health Boards.  The link with the Swampy Cree Tribal Council is maintained through the Health Portfolio Chief.
Cree Nation Tribal Health Centre Inc. is governed by a Board of Directors.  Board Members are appointed by each First Nation.

Health Transfer Background

1964 National Health & Welfare Canada and Manitoba Health sign Memorandum of Agreement to provide health service delivery to Northern First Nations.
1970 Federal Government announces Indian Health Policy which calls for increased participation of First Nations in improving level of health in communities.
1982 Federal Government imposes a Moratorium on Health Services Transfers - Fund Limited Demo Program - 31 projects funded between 1982-1985.
1985 Medical Services Branch Sub-Committee on transfer Health Programs to Indian control is established to propose policy options for the control and provisions of health services by First Nations.
1986 - February Swampy Cree Tribal Council Board of Directors instruct staff to develop a plan for provision of controlled health services.
1986 - April Minister of Health National Health and Welfare Canada lifts Moratorium on Health Program transfers and endorses work on Medical Services Branch Sub-Committee on transfer of health services.
1986 - August Swampy Cree Tribal Council Board of Directors request funding from Medical Services Branch to support "pre-transfer initiative".
1986 - December Swampy Cree Tribal Council receives funding for Health Transfer Initiative.
1987 Preliminary meetings with Swampy Cree Tribal Council, Medical Services Branch and Manitoba Health to discuss:  Transfer of control of health services; termination of 1964 Agreement.
1988 Swampy Cree Tribal Council Pre-transfer initiative budget proposal submitted to Medical Services Branch.
1998/1990 Development of Community Health Plans.
1990 Incorporation of Cree Nation Tribal Health Centre Inc.
1990 Mathias Colomb First Nation Health Transfer 5 year agreement.
1991 Opaskwayak Cree Nation Health Transfer 3 year agreement.
1992/1997 - March Swampy Cree Tribal Council First Nations 5 year Health Transfer Agreement.
1997 - April Cree Nation Tribal Health Centre Inc. signs an agreement for $3 Million for 3 years for inside medical transportation effective April 1, 1997 to March 31, 2000.
1997 - September Renewal of 5 year Cree Nation Tribal Health Centre Inc. Health Transfer Agreement and terminates on August 31, 2002.
2000 - April Cree Nation Tribal Health Centre Inc. renewals inside medical transportation agreement effective April 1, 2000 to March 31, 2003.
2001 - June Evaluation plan was completed and submitted to First Nations and Inuit Health Branch.
2002 - January Evaluation of Health Transfer Agreement was conducted.
2002 - April Health Transfer negotiations started with First Nations and Inuit Health Branch.
